"On average only about 30 percent of the people entitled for aid have got these aid packages by January 31," Thilak Ranaviraja, the Commissioner General of Essential Services, told journalists on Wednesday.

This pathetic reality, the government now admits, is due to Sri Lanka’s inefficient public services – mainly because government officials cannot read and understand government directives, even in Sinhala.

"The government is sending relief, but the distribution is inadequate.

This is because some of the government officials involved still have not understood instructions," said Ranaviraja.
