Both the police and the Public Security, Law & Order Ministry were unaware of the killings when the media contacted them.
The local law enforcement bodies knew nothing until they arrived at the bloody scene much later in the day spurred on by media reports, which had by then made the killings public knowledge.
"The police didn’t know until they arrived in the scene at around 10-11 in the morning, because they were not informed," says Tilak Ranaviraja, the Secretary to the Public Security, Law & Order Ministry.
"The neighbours didn’t inform the police despite the sounds of shots," Ranaviraja says.
