Peace negotiators from both the government and the LTTE are trying to agree on a joint mechanism to help reconstruct tsunami damaged areas in the north and eastern regions despite opposition from even some sections of the government.

However, the World Bank says its lending to the government can be allocated to a trust fund if the government wishes to do so.

Analysts say a joint mechanism deal with the LTTE is likely to set up a trust fund, to receive aid money channeled through the government.
