At the signing of the agreement, the Japan government administration was represented by the ministry of land, infrastructure, transport and tourism.
Under the agreement, Japan would recognize seafarer certificates issued under the international convention on standards of training, certification and watch-keeping (STCW) by the ministry of port’s and aviation.
The Cabinet paper on the deal said the ports and aviation ministry would be directly held responsible for the training, administration and monitoring of the certification course of the seafarers.
The agreement provides for the Japanese government to have periodic access to inspect and conduct quality control checks at approved training facilities.
