Professor Saman Bandara of the Transport and Logistics Department of the University of Moratuwa says the Outer Circle Road should be built before the proposed expressways.
The second most important road project should be extending the Baseline Road to Attidiya from Kirulapone which takes traffic flows from the central region of the country across Colombo to its southern end.
Bandara says the Outer Circle Road should be completed before the Southern Highway and the Colombo Kandy Highway in order to handle the traffic flows from the two arterial highways.
Construction of the first half of the Southern Expressway, which is expected to sharply reduce travel time to Matara in the southern tip of the island, has already started.
The Kandy Colombo Expressway is expected to be built as a toll road with Malaysian involvement.
The last in priority is the proposed Colombo Katunayake Expressway which leads to Sri Lanka’s international airport, Bandara said.
