Expo Aviation, Holiday Air and Deccan Aviation, were then asked to re-submit their business plans with the financial arrangements they have made to implement the plans.
"We have yet to receive the proposal from one airline," says Civil Aviation Director General H M C Nimalasiri.
"The other two have just submitted their business plans so we are studying them."
Expo Aviation and Holiday Air have so far submitted business plans.
The government gave provisional approval to the three airlines fly to Indian destinations.
Additional destinations would be approved once each airline starts operations.
Presently, Expo Aviation operates domestic flights to the northern city of Jaffna.
"Apart from Expo, we have not seen any physical airline as such," explains Nimalsiri.
