The victims were identified as Tamil youth from the area, 260 kilometres (160 miles) northeast of the capital.
"We are trying to see if the victims were killed when some explosive device they carried exploded prematurely," a police official said.
There have been a spate of deadly bomb attacks against security forces in the embattled northeast since last month in violence linked to the island's drawn out ethnic conflict.
