Donors want a joint aid group that was set up last year and including government, to get moving to better plan aid and ensure funds go down to the levels its meant to reach. Joint aid groups as it exist in other countries, are set up to plan and utilise donor funds in implementing a national development plan and co-ordinate efforts.

Aid co-ordination gives donors and the state a common focus for input and planning, and ensures funds are routed in the right direction and actually get there.

"We recommend a mechanism be put into place, where donors and the government agencies can meet and discuss progress on a regular basis," says Peter Harrold, World Bank’s Country Representative for Sri Lanka.

The process began with the Tokyo aid meet last June, with the Tokyo Core Group formed to lay the groundwork in the run up to the conference.
