3G mobile licenses could be on auction as early as first quarter 2006, with a telco watchdog proposed licensing plan currently up for discussion. The 3G consultancy paper identifies up to 19 - 3G spectrum blocks for auction, with each interested party put through a prequalification process before allowed to bid.
