Wickramasinghe said the government aims to encourage supply side and end-use energy efficiency and the Energy Conservation Act will be amended.
The authority will prepare a long term Energy Efficiency Improvement plan and set interim targets for each sector along with implementation guidelines.
A mandatory energy accounting process will be introduced along with an energy return in line with a tax return, Wickramasinghe said.
"It might be a bit of a hassle but it will allow decision makers to se how much they are spending on energy. It will lead to energy auditing, especially for bulk consumers. Some day the returns will be yours (in terms of lower costs).

An energy manager will be appointed for all high consumption industries and buildings and mandatory energy auditing of high consumption industries and buildings done.
