Rohan Seneviratne, additional secretary of Sri Lanka's defence and urban development ministry said road that are rebuilt in Colombo will have pipes for water and underground power cables pre-laid by the utilities involved.

Conduits will also be laid for future telecoms including space for future expansion, Seneviratne said.

The intention is to rent the space to telecom operators, he said.

State-run Ceylon Electricity Board had laid underground cables in several roads before they were re-built at their own expense and the water utility had also laid pipes, Seneviratne said.

By building utility ducts under roads, authorities hope to prevent roads being broken soon after they are built.

A number of key roads in Colombo are to be rebuilt under a World Bank funded program to modernize Colombo, and cut flood damage.
