Sri Lanka's Mr. Pain Killer and Presidential Candidate Victor Hettigoda says he would have encouraged toddy-tapping apart from giving every home a milch cow if he presented the 2006 annual budget. Hettigoda said 'moo' to Finance Minister Sarath Amunugama budget and said his cow-plan and toddy tapping would have been much more productive to encourage local industries.

"If he allowed licences for toddy-tapping limited to, lets say, five trees per family, we would have had more toddy and people would have stopped drinking the unhealthy kasippu (illicit liquor)," Hettigoda said.

In the unlikely event of his being elected at the November 17 vote, Hettigoda said he would encourage the export of coconut and palmyrah jaggery, made from flower sap to boost the country's foreign exchange earnings.

His cow plan will also usher in a white revolution with some 4.5 million households getting at least one milch cow funded by the state.
