June 09, 2016 (LBO) - The Sri Lanka Ports Authority has invited expressions of interest to develop the East Container Terminal of the Colombo Port on a build operate transfer (BOT) basis.
The terminal in its present form has a 440-meter long 18-meter deep quay wall, a 20-ha yard area and connected facilities developed by the ports authority.
"The Concessionaire has the advantage of deploying container handling equipment upfront and operating existing facility while developing the rest of the terminal," the EOI request for the pre-qualification stage said.
"It is the expectation of SLPA that the Concessionaire will commence ECT operations in shortest possible time and develop it into a fully fledged terminal facility with equipment and systems run on state of the art technology."
The successful party needs to have market access to acquire additional transshipment container volumes, apart from handling the organic volume growth. The ECT will be managed and operated as a common-user/open access terminal, the offer added.
Asian Development Bank has been appointed to provide the transaction advisory services in the process of selection of a "Concessionaire.

The chairman of the Cabinet Appointed Negotiation Committee, CANC, of the Ministry has invited sealed applications from interested parties for pre-qualification to submit proposals and receipt of award of BOT concession.
